SECTION IX. Permit Required; "Insulation and Energy Utilization" <br /> Permit fee; Persons Exempted. - <br /> a) On and after January 1 , 1978 , no person, firm, <br /> or corporation may for a consideration install, <br /> alter or restore, within any unincorporated part <br /> of Orange County and within any city which adopts <br /> this ordinance pursuant to the authority granted <br /> in G. S. 153A-122 , any insulation or other materials <br /> or energy utilization equipment designed or intended <br /> to meet the State Building Code requirements for <br /> insulation and energy utilization standards without <br /> first securing a permit for the work to be done. <br /> Such permit shall be either: <br /> (1) a general building permit, secured from the <br /> Orange County Inspection Department and <br /> evidencing full compliance with all applicable <br /> requirements of the State Building Code <br /> and other State and local laws ; or, <br /> (2) an "insulation and energy utilization" <br /> permit, secured from the County Inspection <br /> Department and evidencing full compliance <br /> with the insulation and energy utilization <br /> standards in the State Building Code. For, <br /> each such "insulation and energy utilization" <br /> permit issued, there shall be a fee of $10.00 <br /> for insulation projects up to 1500 square <br /> .feet of insulated area; $20.00 for all other <br /> insulation projects. <br /> ( ) The following are exempted from the requirements <br /> of obtaining a permit: <br /> (1) an owner working upon his own building; and, <br /> (2) any person working under the supervision of <br /> a registered architect or professional <br /> engineer. <br /> SECTION X. Contract Provisions. <br /> From and after the adoption of this ordinance, all <br /> sales contracts or other contracts executed for the installation <br /> within Oran e County of insulation or other energy utilization <br /> materials or equipment shall contain a provision that the work <br /> will meet requirements of the State Building Code. Any guarantees <br /> relating to quality of materials , expected performance, auality <br /> of work, or equipment to be installed shall be in writing and a <br /> copy thereof shall be de.I.ivered to the owner and shall become <br /> a part of tha contract. <br /> SECTION XI.
