As we are <br /> now putting' a depar. eat together our capital, needs are irrmedi.ate and consider-- <br /> _ ably greater that p eviously estimated and budgeted for.. Either the District took <br /> the equipme>it or th y used old, bad stems which we Dave now inherited. This led to <br /> an analysis of our expenditures up through December 31, 1977 and to the realization <br /> that at our present rate of expenditure we shall have an estimated $28,220 left over <br /> as of June 30. (See top half of Attachment Number 1.) <br /> I. W&°'put toget er a list of present equipment needs v�hich would give us the <br /> equipmint we need t3 (at) be in compliance with standards and W allow us to func- <br /> tion more efficient y/sufficiently. This Listing totaled $13,700. By balancing <br /> and prioritizing, t e last now totals $7 ,629 (see Attachment Number 2). <br /> II. At the Board of Health January 12th meeting, I presented a case to the Board <br /> that we should increase the Sanitarian staff so as to bring us up to the minimum <br /> State standard for such manpower. Attachment No. 3 is from .Tack knight, State Re- <br /> gional. Sanitarian; this detailed breakdown shows we need 3. 5 Sanitarians to meet <br /> aUr present sanitation.reEired_work load. This attachment also shores what we are <br /> and are not able to do. <br /> {We are ther fore requesting that we start now with fund under expenditures to <br /> staff this effort. Attachment No. 4, top part , gives the cost factor (short and <br /> long term) of the 1equested additional sanitation staff (due to the balancing of <br /> needs against funds available we are only requesting 3 additional sanitation staff <br /> at this time). <br /> There are three main reasons why we need to get started on this staffing nnx: <br /> 1. The inimal required work for orange County's environmental health <br /> considerations is of going to be accomplished this year , thereby impacting the <br /> present and future problems. <br /> 2. If ue are able to actually hire Sanitarian 11's, they will be non- <br /> functional (carry less than a full load) for at least two to three months. if we <br /> can only recruit a licensed Sanitarian I's they will not be functional for at least <br /> three to four rriont s. If we have to hire new graduates they would not be functional, <br /> for five to six Tao the_ New graduates are required to spend 30 days away from the <br /> Agency at a trai.ni 8 site, plus they cannot function after that until trained also <br /> by the local, agency and lastly they must be certified by the State District Sani- <br /> tarian. If we way, unties July to begin, we are guaranteeing inadequate sanitation <br /> work for Orange Co a my (in the last instance) for one more year. <br />
