Health Department Budget Revision Thursday afternoon about the time our January 23rd agenda was mailed Neal Evans discovered on his desk a letter from Dr. Mayes to Richard Whitied containing y ur proposed budget revisions and a request to be on the Commissioner agenda for tie 23rd. No instructions or request was left with this material . In any event it was too late to get your request on the agenda as: 1 ) The genda had already been prepared. 2) The agenda already was unrealistically long (one public hearing and two major committee reports) . Requestel budget amendments should be submitted to me as the manager is the County Budget Director and will prepare a recommendation to the Board. In a case of an amendment of this size (3+ personnel positions) we should have a conference to review your documentation, the alternatives you have considered, the long range budget implications of the amendment, etc. , early enough to get a summary ani recommendation to the Board a short time prior to its consideration of the amend ent. This matter can be added to our agenda at meeting time by unanimous Board consent; how aver, I don't see how it can easily be accommodated in the evenings time schedul . Further the Board will not have had an opportunity to consider the issue before the meeting. Neal 's procedure in writing to advise you your capital budget had been exhausted wad correct. I certainly see no great problem in making your recom- mended transfers for capital equipment. The personnel issue is a bit more sig- nificant and we should spend some time reviewing it. I acknowledge you are very short of personnel in the sanitation area; however, we should look at your entire personnel co liment (nurses, clerical and sanitation) before reaching a final decision.
