Any gift , bequest of money or other <br /> property, any grant , devise of real or personal property so acquired shall be held, by the Depart- <br /> ment, used and finally disposed of in accordance with the terms under which such- grant , gift or, <br /> devise is made and accepted; (5) and advise in the construction, equipping , operation, and main- <br /> tenance of parks, playgrounds, recreation centers and all buildings and structures necessary or <br /> useful to department function, and will advise in regard to other recreation facilities which are <br /> owned or controlled by the unit or leased or loaned, to the unit . <br /> SECTION VII: APOINTMENT OF THE COUNCIL <br /> Each member of the Council shall be a legal bonified county resident appointed by -the Orange <br /> County Board of Commissioners with recommendations being forwarded from the Recreation Council . <br /> i <br /> ' SECTION VIII: COMPOSITION <br /> A member of the Governing Body of the Orange County Board of commissioners .shall be designate( <br /> one (1) of the twenty-two(22) citizens appointed as Council Members. Two(2) of the twenty-two (22) <br /> citizens shall be designated as representatives of each of the public school boards . Two (2) of the <br /> twenty-two (22) citizens shall be designated as representatives of each of the municipal recreation <br /> commissions. Three(3) of the twenty--two (22) citizens shall be designated municipal Jay persons <br />
