Page 3 <br /> NORTH CAROLINA AN ORDINANCE AND RESOLUTION <br /> TO CREATES A RECREATION APIA <br /> ORANGE COUNTY PARKS COUNCIL OIL ORANGE COUNTY <br /> WHEREAS , by virtue of Article Twelve (I2) of Chapter One Hundred Sixty (160) of the General <br /> Statues of North Carolina, provides legalistic authority for the County of Orange to create an <br /> Or�gi �oun y Recreation and parks Council , and whereas, in its considered Judgment , the Board <br /> of County Commissioners of Orange County believe that adequate recreation programs and facilities <br /> can best be advanced by establishing the recreation system under the supervision and direction of <br /> a Recreation Council as authorized by General Statues One Hundred Sixty-One Hundred Sixty (160 - <br /> 160) and other statutes and case law -of North Carolina ; now, therefore , be it ordained and re- <br /> solved by the County Commissioners of Orange County, North Carolina, as follows , to wit : <br /> ARTICLE I :- RECREATION, GENERAL <br /> SECTION I: PREAMBLE <br /> WHEREAS, the State of North Carolina General Assembly has indicated; <br /> That the lack of an adequate recreation program and facilities is a menace to the morals, <br /> happiness and welfare of the people of this state in time of peace as well as in times of war; <br /> that making available recreation opportunities- for citizens of all ages is a subject of general <br /> interest and that recreation is a function requiring appropriate action by the governing bodies <br /> of the several political: subdivisions of the state. The Legislative Assembly, therefore, de- <br /> clares that in its considered Judgment , the public good and moral welfare of the citizens of <br />
