Orange County Personnel Ordinance Issue Date: October 25, 2004 (( G <br />0~ <br />Article I <br />The Personnel Organization <br />1.0 Purpose <br />The purpose of this policy is to establish a personnel system which will recruit, select, <br />develop and maintain an effective and responsible work force for Orange County. <br />2.0 Organizations Affected <br />The provisions of this Ordinance shall be applicable to all employees except as provided <br />below: <br />2.1 Members of the Board of Commissioners, County Attorney, County Manager, <br />Clerk to the Board, and members of advisory and special.boards and commissions <br />will be exempted, except in sections where.specifically included. <br />2.2 Employees of the Agricultural Extension Service, whose annual compensation is <br />supplemented by State and/or Federal funds, will be exempted, except that these <br />employees shall be included in benefits of longevity pay and holidays. <br />2.3 The Executive Secretary to the County Board of Elections will be exempted from <br />Article II, Section 3. <br />2.4 All employees governed by the rules of the State Competitive Service System are <br />exempted from Article VI, Section 1-3; and ' <br />2.5 Temporary employees are exempt from the following: Article II, Amended <br />2 6 All employees subiect to the State Personnel Act to the extent that Orange County <br />has not obtained substantiall~quivalency under the G.S. 126, Article 3 and to the <br />extent not otherwise provided for in this Ordinance. <br />Sections 5, 7, and S; Article VI; and Article VIII. Temporary 03/05/90 <br />employees are also exempt from Article IV, Employee Benefits, with <br />the exception of: Worker's Compensation, Civil Leave, Administrative Leave and <br />Social Security. <br />3.0 Adoption Of Rules And Regulations <br />3.1 Policies Repealed -All policies, resolutions, or regulations are hereby repealed. <br />Article I -Page 1 <br />
