AGENDA ATTACHMENT I
JFFICE SPACE FOR MOTOR VEHICLE OPERATORS
LICENa EXAMINERS IN THE CHAPEL HILL°-CARRBORO AREA
Pres ntly, the County and the Town. of Chapel Hill are
jointly r nting office space in the Town of Carrboro which
houses th Motor Vehicle Operators License Examiner. Rent for
this spac , $175.00 monthly, is shared $105 .00 by the County
and $70. 00 by the Town of Chapel Hill.
44.
Rathe abruptly during the month of December, the Division
of Motor ehicles announced this space was inadequate and they
would clos the station at the end of December. Persons in the
Chapel Hit-Carrboro area could secure services elsewhere as best
they were 6ble . This office was being closed because of inade-
quate spac , namely, the lack of appropriate outside space to
conduct dr"ving test for motorcycle operators, as well as to con-
duct their testing programs.
Unfor unately, Motor Vehicles did not advise anyone from
either the County or the Town of Chapel Hill of their decision.
They did, however., let officials of Carrboro know of this action.
As the Tow of Carrboro had no part ih - the present arrangement,
they were nresponsive to the requests of Motor Vehicles for
assistance and it was only by chance Commissioner Pinney heard
this change was to take place. He talked with officials of Motor
Vehicles and secured a temporary delay in closing the station.
We have now located a suitable structure in which they can
operate. [unfortunately, its rent is considerable higher ($600.00
a month) than the rent we presently pay. Both the Towns of Chapel
Hill and C rrboro have informally agreed to pay a portion of the
rent on this new facility. The Department of Motor Vehicles feels
it will have some funds available after July 1, 1978, to also pay
a portion of the rent on this facility. As there is more space
in this budding than the License Examiners needs, the possibility
exists tha we may sub-lease some space here to the Section Eight
Housing Office. Needless to say, the overall cost, if we decide
to continue providing this space, will increase. In addition to
the rent increase, we will be ,faced with utilities as well as
remodeling or clean up cost. I cannot project a firm cost to pro-
vide this facility as utility casts are a complete unknown as is
the actual lollar contribution from the Towns of Chapel Hill. and
Carrboro.
It seers to me, however, the County is almost forced to move
ahead with a rental arrangement on this property immediately and
then attempt to recoup any funds possible to defray costs of the
move.
