3. Landscaping of the total. Northside property should be taken care of to discourage vandalism. Chairman Whitted informed the residents that these recommendations should be put into writing and submitted to the Chapel Hill Town Board. Discussion ensued regarding the total site development of the North- side property, following the question of when residents could expect improve- ment to the Multi-Purpose Center. Chairman Whitted stated the County Commissioners have not developed a plan for the other properties at Northside. He stated the County currently has two capital improvement projects underway. The County Jail and the renovation of the Grady Brown School 'Building. All County capital has been committed through the budget year of 1978. He spoke of the need to estab- lish in Chapel Hill, County offices, since office spare is presentl=y being rented. There is a possibility that County offices could be located on the Northside site. There is a possibility that the renovation of the :Multi- Purpose Center at Northside could be addressed during the July, 1979 budget proceedings. Gloria Williams from Joint Orange Chatham Community Action asked that JOCCA and the other agencies located in the Multi-Purpose building be a concern of the County Commissioners as they address the 1979 budget. She asked that the Multi-Purpose building be renovated and brought up to minimum property standards. She further asked that as the Commissioners consider the capital outlay planning, that the Multi-Purpose Center be made a number one top-notch community center, which will house various County agencies as well as a Senior Citizen Service Center to serve older residents of Orange County. Gatha Lassiter spoke of improvements needed to McMasters Street. She stated when the street was paved, it was cut very low which left the road banks too high and access into the property owner's driveway was not provided. She added that outside lighting around the Multi-Purpose building was desperately needed. James Brittian asked the Board to consider the possibility of housing one representative from all human services agencies in one location so clients will not have to go to so many different locations. He stated he particularly was speaking of services to the elderly. Edwin Cladwell stated he believed the consensus of the group at this meeting is there are no problems with the construction of the Administrative Building for the Housing Authority at. the Northside area. Further, Mr. Caldwell stated that the residents of the community were concerned about what goes on at the Nortside School property. Improvements to the other areas of the property should be put into some kind of priority and included in the capital outlay funding program of the County. The meeting was then adjourned.
