Conclusion ; Completed baseball and football fields at Phillips would fill an <br /> immediate and aubstcntial need for the School . They would also help to meet <br /> some facility needs for growing town recreation programs . <br /> EPHESUS PARK <br /> a. The Town will construct six lighted tennis courts and a concession/ <br /> toilet building on Town-owned property adjacent to Ephesus Church Road <br /> Elementary School ; <br /> b. The best and most economical access to the facility is over the existing <br /> road on school-owned property; <br /> C. Some parking is available in the existing parking lots on school <br /> property; <br /> d. The functioning of whole site would be improved if' the Town paved the <br /> existing road with curb and gutter, provided additional parking spaces <br /> on Town-owned land, and provided a pedestrian path between the existing <br /> bus parking lot and the baseball field; <br /> e. Schaal safety would be improved if the Town constructed traffic control <br /> devices to keep traffic on the road and provided a fence between the <br /> road and the existing tot lot. <br /> Conclusion: The construction of access parking and safety improvements at <br /> Ephesus would fill an immediate need for both the School and the Town. <br /> LINCOLN GYMNASIUM AND MAINTENANCE BUILDING <br /> a. The status of these facilities should be clarified and made long-terra, <br /> and a method other than the existing temporary method provided for its <br /> continuance; <br /> b. Improvements need to be made to the facilities; <br /> C. The School System does not intend to make the improvements; <br /> d. Such facilities would likely be made available to the Town only in <br /> return for substantial consideration ; <br /> e. In addition to the gymnasium, these facilities would provide space for <br /> classrooms , offices and storage for recreational and other related uses; <br /> f. A long-term lease arrangement is feasible and desirable; <br /> g. It is possible to provide for separate maintenance and utilities for <br /> these facilities; <br /> h. No scheduling conflict would exist inasmuch as the facilities would be <br /> available throughout the year under the administration of the Town, in <br /> order to provide recreational programs to the citizens of Chapel Hill , <br /> Carrboro, and unincorporated areas of Southern Orange County without <br /> the employment of non-resident fees- <br /> i . !Upon completion of the school system's maintenance facility, the system <br /> would no longer need the facilities for school purposes. <br /> Conclusion: The availability of the gymnasium and maintenance building fill <br /> an and substantial Town need. <br />
