MEMORANDUM <br /> TO: Mayor an Members of the Board of Aldermen <br /> FROM: Kurt J. 1"enne, Town Tanager <br /> SUBJECT: Proposed Joint Development of School/Recreational Facilities <br /> DATE: October 19, 1977 <br /> The 1977 Capital B dget contains a project which provides up to $150,000 for community- <br /> wide recreational reeds through cooperative development of Town and School facilities. <br /> At a special meeti g of the Board of Aldermen on July 18, 1977 , the Board received a <br /> report with recomm ndations regarding joint school-Town facility development, as <br /> prepared by repres ntatives of the Town and the School Board. The Board requested <br /> the Mayor, the Recreation Commission Chairman, and the Town Manager, to continue to <br /> investigate potential projects for joint development. This has been done. <br /> It is believed tha in jointly developing facilities , the Town should participate in <br /> those projects whi h would afford mutual benefits to the Town and the schools. It is <br /> believed that the ollowing projects would meet that objective. <br /> 1 . CULBRETH BASEBALL FIELD <br /> a. The school system is in the process of planning for the construction of <br /> a b seball field at Culbreth Junior nigh School ; <br /> b. The project, as bid, will not permit complete development; <br /> C. An ncomplete facility would have limited use to the community without <br /> bac stop, bases, pitchers mound, bleachers and lights; <br /> d. Additional playing fields are needed by the school system and the Town; <br /> e. A complete facility is more useful for both school programs and Town <br /> pro rams; <br /> f. The school field could be used by the Town at times when it was not bein <br /> use for school purposes. <br /> g. An - mproved and lighted field at Culbreth could be made available <br /> exc usively for use by the Town day and night, when the school is not <br /> in ession; <br /> Conclusi n: A completed and lighted baseball field at Culbreth would fill <br /> ariimmed ate and substantial need for both the School and the Town. <br /> 2. PHILLIPS BASEBALL AND FOOTBALUTRACY FIELDS <br /> a. The School system is in the process of planning for the construction of <br /> a baseball , football/track fields at Phillip,,, Junior High School ; <br /> b. The bids on these projects exceed the plan budget. <br /> C. Without additional funds, the school system would need to modify, delay, <br /> or.- ibandon its plans for these improvements ; <br /> d. Add tional football and baseball fields are needed by both the. school <br /> sys em and the Town; <br /> e. The fields as planned could be used by the Town at sometimes when they w <br /> not being used for school purposes; <br />
