Fikes, 245-2490 <br />PURPOSE: To conduct a public hearing to receive citizen comments prior to official close-out <br />of the County's FY 2004 Community Development (CDBG) Scattered Site Housing <br />Rehabilitation Program and authorize execution of the Certificate of Completion by the Chair of <br />the Board of County Commissioners. <br />BACKGROUND: In May 2004, Orange County was awarded a Community Development Block <br />Grant (CDBG) in the amount of $400,000 for a Scattered Site Housing Rehabilitation Program. <br />These funds were used to repair ten (10) substandard dwellings occupied by low-income <br />families in the Towns of Carrboro and Hillsborough and unincorporated Orange County. <br />All planned CDBG activities have been completed and all grant funds have been expended. A <br />summary of the program beneficiaries is attached to this abstract. <br />In order to complete the grant close-out process, the N.C. Department of Commerce requires <br />that a public hearing be held prior to the official closeout of the Scattered Site Housing <br />Rehabilitation Program to assess the performance of the County in administering the grant <br />program. In addition, the County is required to execute a Certificate of Completion form that is <br />included with this abstract. <br />All comments received during the hearing should be reviewed to determine the level of <br />consistency with program goals. <br />FINANCIAL IMPACT: None. <br />RECOMMENDATION(S): The Manager recommends that the Board receive comments as <br />information and authorize execution of the Certificate of Completion by the Chair of the Board of <br />County Commissioners. <br />
