For the benefit of the <br /> governin body who will be making the final decision on level of pay; we <br /> normally try to "bracket" the labor market by surveying: <br /> (l) dir ct competitors <br /> (2) oth r jurisdictions in the same geographical region <br /> (3) jurisdictions of similar tax base and population <br /> (4) jur sdi.ctions of greater tax base and population which have strong in- <br /> flu nce on competitive rates within the region. <br /> (5) Salary ata is then considered in ,relation to the significant position <br /> relatio ships determined in (3) above. While it is important to have com-- <br /> petitiv rates, these must not dominate internal position relationships. <br /> Salary Eta is also considered with respect to the relative financial abil- <br /> ity of the jurisdiction for which the study is being done, the stated or <br /> historical fiscal policy of the governing body as to competitive philosophy, <br /> the str ngest regional competitive influences, the general fringe benefits <br /> package accompanying base salary, the mobility of the workforce, turnover <br /> history and similar factors. <br /> (6) Based u�on the composite analytical resolution of concerns in (5) , an updates <br /> classification and salary range is recommended for each posa.tion' included. <br /> The procedure for tudying new positions, established since a plan was last reviewed <br /> would be essentially the same, except for the absence of a previous :record of job level <br /> for comparison.
