Olive's October 27, 1977 letter to Governor Hunt <br /> has prompted me to think about the fact that our legal efforts - <br /> researching legal theories of possible causes of action (state and <br /> federal) and our agreements with experts for their. [mitten reports - <br /> should be di ecLed toward specific purposes. <br /> First, I, am not hopeful that there is a chance to change the <br /> 1-40 decisiom by trying to influence state officials, despite B.B. 's <br /> letter. Whi e B.13. 's efforts and those of tethers trying to influence <br /> state offici is will continue, I feel c:e should start planning for <br /> making a str if ng appeal at the level, of the Federal DOT. The timetable <br /> for the FITS ally for application for federal Location approval and <br /> publication the final, ETS in February or March, 7978. Our immediate <br /> effort should be directed to getting our act together to go to <br /> Washington. We should have written reports from (1) Carl., (2) Straley <br /> or someone else on energy, (3) I:aiser and (4) Morris. We should them - <br /> about April arrange to take a high level delegation up to Washington <br /> armed with r ports and our experts and make an appeal to U.S. DOT, <br /> the Council on Environmental Quaiity� and the Department of Energy. <br /> If this fails and if the federal DOT gives location approval, our <br /> only alterna ive [.gill be to go to court. <br /> Please et me know if you see any problems with this or see other <br /> possible cou ses of action.
