Reynolds, 208 Project Director <br /> SUBJECT: Orange County Participation in the Study of "Individual <br /> Non-urban Wastewater Treatment and Management Alternativest1 <br /> At its meeting on June 22, 1977, the Triangle J Council of Governments <br /> (TJCOG) unanimously voted to endorse a study of Individual Non-urban <br /> Wastewater Treatment and Management Alternatives and to support an <br /> application to the Environmental Protection Agency for- f'unds. to conduct <br /> this study. Since that time the staff of TJCOG has been working closely <br /> with County San'itarians, Division of Health Services and Division of <br /> Environmental Management personnel , as well as with the North Carolina <br /> State University Department of Soil Science, to develop a program of <br /> work which will lead to a better understanding of the alternatives <br /> available for wastewater treatment at individual homesites as well as <br /> define alternative means to effectively regulate and manage these systems. <br /> TJCOG has received excellent support of this project from all of the <br /> above mentioned parties and has prepared an application for project <br /> funds. The Environmental Protection Agency has reserved funds for this <br /> study. A summary of benefits to and efforts expected from Orange County <br /> as study participants is included for your use. <br /> Funds available from the Environmental Protection Agency (EPA) will <br /> cover 75% of project, costs and the study proposes to provide the remainder <br /> of the project funds through in-kind match from local governments, the <br /> Division of Health Services, and North Carolina State University. TJCOG <br /> has worked closely with the County Sanitarian and the County Board of <br /> Health and has conservatively estimated five (5) man-months of in-kind <br /> match available to the project. This commitment from the Board :of <br /> Health will not increase the workload of the County Sanitarians and no <br /> major redirection of their work effort is required or expected. EPA <br /> requires a memorandum of understanding between the County Board of <br /> Health and TJCOG for this in-kind match prior to funding the study.
