First, by joint appointment of the <br /> Mayor of Chipel Hill and by the Chairman of the Board of Coumiissioner: <br /> of Orange County, I write as Orange County Coordinator for Government. <br /> Group and I dividual Opposition to 140 routing in Orange County. <br /> Secondly , I write as a former Adjunct Professor of Duke University <br /> and as a pe son who has almost continuously for over ten years worked <br /> to protect he educational and research interests associated with the <br /> Duke Forest research area now threatened by various proposed I-40 <br /> routings in in Orange County, Finally , I write as an individual vitally <br /> interested good government and in wise environmental choices of th <br /> kind associ ted with routing of I-40. <br /> I also writ in the context of an environment in which a Federal. <br /> Agency (CIA has predicted a dire car fuel shortage by 1982, 1111merou <br /> other studi s support such prediction, Additionally, I write in the <br /> context of his State facing an increasing water shortage whose impac <br /> is directly related to highway planning. <br /> In sum and ubstance, I urge and recommend the following for your <br /> considerati, n: <br /> 1. T at you cancel. from your September 9 agenda. and defer for <br /> t e moment any discussion of I-40 routing for reasons <br /> h reafter set forth. <br /> 2 . D rect and order the Department of Transportation to immediat: <br /> 1 dertake an in-depth study of the energy crisis , the CIA <br /> e�ergy study, automotive fuel. supplies and related question <br /> and bring back to the Board its findings and recommendation <br /> a the following areas : <br />
