TELEPHONE AREA CODE 919--689•BZ83 <br /> August 23, 1977 <br /> GEORGE M. 5'T'OCKBRICIGE <br /> EXECUTIVE DIRECTOR <br /> Mr. Richard Whitted Chairman <br /> Orange County Board of Commissioners <br /> 207 N. mash Street <br /> Hillsborough, North Carolina 27278 <br /> Dear Mr. Whitted: <br /> Mrs. Delacy Par er, a consumer representative from your county, has been removed from <br /> the Board of the Ca ital Health Systems Agency due to the fact she has never attended a <br /> meeting and the sta f has been unable to contact her. <br /> Our procedure f r filling vacancies that occur on our Board prior to the expiration <br /> of a member's term, is as follows: <br /> We contact the a propriate Board of Commissioners and request that they publish a pub <br /> notice that such a vacancy exists, and describe the type of representative needed to fill <br /> that vacancy. <br /> ( In the case of rs. Parker, we would like to replace her with a low income, <br /> minority female in o der to keep the 55 member board mix in balance and in conformity as <br /> required by Federal egulations.) <br /> All names submit ed in response to the public notice should be submitted directly to <br /> the CHSA Nominating ommittee, at our agency headquarters no later than September <br /> 22, 1977. <br /> Upon receipt of he names, the CHSA will promptly mail to the individuals a personal <br /> resume form which we will ask them to complete and return. The Dominating Committee then <br /> screens and compiles a list of those names which fulfill the requirements of the vacancy. <br /> At this point, t e list of names is submitted to your Board of Commissioners to deter• <br /> whether any name app aring on the list is unsatisfactory to the Commissioners. If so, <br /> that name is removed from the list and the Nominating Committee proceeds to make its <br /> selection and recomm ndation to the CHSA Board of Directors. <br /> The process may a considered to be somewhat -cumbersome, but is designed to meet the <br /> desired objectives o openness of procedure, public participation, and county comnissione- <br /> concurrence.
