Mr. Gledhill will contact Mr. Ross as soon as his research is comple <br /> 5. Mr. Ross left the meeting at this time. <br /> 6 . The County Attorney informed the Board that there was a potential <br /> 7. conflict with REA. In 1971, new legislation known as the Mobile Home Act <br /> 8- enacted by the General Assembly eliminated the necessity of electrical in, <br /> 9 - spector inspecting the wiring system in mobile homes. After the 1971 law <br /> 10- was adopted, all mobile homes coming into North Carolina were required to <br /> 11- have a certific te ,of compliance with the electrical code of the State so <br /> 12. individual insp ctions of mobile homes were eliminated on a local level. <br /> 13. lghat was not eliminated was the inspection of the actual hook-up of to <br /> 14. mobile home he new regulations stated that unless the County by Ordini <br /> 15 . makes individual inspection of the hook-ups a local responsibility or an <br /> 16. inspector responsibility, it shall be done by the mobile home operator or <br /> 17 . owner. The mobile home owner is charged with keeping records of all hoop- <br /> 18. and the inspect x:�duty is to inspect the records of the mobile home owner. <br /> 19. Mr. Gledhill stated to what degree that change overrides whatever <br /> 20 . Ordinances the County has adopted or whatever inspections the County has <br /> 21. adopted or whether the County has adopted an Ordinance that retains the <br /> 22, individual mobile home hook up inspection, he does not kn <br /> 23. He stated that the adoption of an Ordinance after the law regarding mobile <br /> 24. home hook ups could probably be construed as an.�Ordinance which makes each <br /> 25 . mobile home hook-up the responsibility of the Inspection Department rather <br /> 26. than the mobile home owner. He added that the County had adopted an <br /> 27. Ordinance which brings the County under some of the exceptions to the Stat <br /> 28. Code, one of them being a dwelling house, which means mobile homes. Wheth <br /> 29. this includes pl- ggina in, Mr. Gledhill is unsure. <br /> 30. The County Attorney will advise the Board of Commissioners of the rest <br /> of his research. <br />
