AGENDA ATTACHMENT VI <br /> DEPARTMENT OF HUMAN RESOURCES GRANT <br /> On August 28, 1977 the County Manager received notification from <br /> the Secretary of the Department of Human Resources that Orange County <br /> is eligible for grant monies under a statewide "Community Based Altern-- <br /> ati ve Program". This funding is part of the policies and procedures <br /> established by the Secretary to encourage local governments to share <br /> the responsibility for assisting troubled youth to become effective <br /> contributing members of our community without confining "status <br /> offenders" to youth correction institutions. <br /> Orange County is eligible for up to $8,560.62 conditional upon <br /> a local cash r in-kind match equaling 30% of the actual monies <br /> received. It would be appropriate for the County Commissioners to <br /> review the en lased "Letter of Intent to Participate" and recommend <br /> what ever further actions they deem necessary. <br /> In' conclu ion, the Secrdtary's letter- outlines the following <br /> County respon ibilities : <br /> a) To no ify in writing the Department of human Resources of their <br /> i nten ion to participate in the Community-Based Alternatives <br /> fundi g program. <br /> b) To in ure that Community-Rased Alternative dollars are used <br /> excl u i vely for programs that provide direct services to <br /> children who have been either adjudicated as juvenile de-- <br /> linqu nts 0 are at risk of being formally involved in the <br /> juvenile justice system. <br /> c) To de ermine whether or not it is in their best interest to <br /> coupe ate with other counties for the development of programs <br /> to ad ross their juvenile needs. <br /> d) To re ort to DHR on a quarterly basis, the balance of Community- <br /> To Alternative funds unspent. Each county will include in <br /> their third quarter report a statement of their anticipated <br /> expen iture for the fourth quarter. If the total year's <br /> anticipated expenditure is less than that county's yearly <br /> allutnent, DHR may reallocate the balance as it deers necessary. <br /> e) To pr vide the DHR with an annual plan for the provision of <br /> servi es to address their juvenile justice needs. <br /> f) To insure that programs receiving state funds are appropriately <br /> licensed. <br />
