i pp <br /> 14HERE AND WHEN DO HOUSEHOLDS APPLY? <br /> County departments of social services will contact all households in which at <br /> least one person receives AFDC, SSI, or Food Stamps. These households do not <br /> need to contact the county department to apply. — <br /> Other households that believe they meet the eligibility requirements may apply <br /> at the county departmentsyof social services in the county in which they live, <br /> Those not able to go themselves, may send a representative, Counties will take <br /> applications from December I through January 15. Applicants should take or <br /> send with their representatives information about their household's income, <br /> savings or checking account, insurance, property, stocks or bonds. The county <br /> has 45 days to complete an application. <br /> PAYMENTS <br /> Eligible households will receive a single payment through the mail in either <br /> January, February, or March, depending on when household eligibility is determined <br /> Payments will depend on household income, type of heating fuel used, and how cold <br /> it is in the part of North Carolina where the household lives. <br /> HEARINGS <br /> Households will receive a notice telling them whether they are approved or denied <br /> energy assistance. If they are dissatisfied with the action taken, they will have <br /> 60 days to request a hearing. To get a hearing the household must ask the county <br /> department of social services, either orally or in writing, <br /> CIVIL RIGHTS <br /> Households applying for or participating in the program are protected against <br /> discrimination on the ground of race, color, or national origin in determining <br /> eligibility or receipt of benefits. <br /> PENALTY FOR FRAUD <br /> Fraud is knowingly giving incorrect or misleading information to make the household <br /> eligible for energy assistance.
