.7 <br /> S <br /> f <br /> ARTICLE 7. pLANNrD DFnmPmTT DISTRICTS <br /> 7.0 Planned DeveloEMent Districts <br /> 7.2. Planned Development Districts, Generally_ <br /> Within districts now existing or which may hereafter be created, <br /> it is intended to permit establishment of new planned development= <br /> (PD) districts for specialized purposes where tracts suitable in <br /> location, area and character for the uses and structures proposed <br /> are to be planned and developed on a unified basis. suitability <br /> of tracts for the development proposed shall be determined pri- <br /> marily by reference to the Comprehensive Plan, but due consider- <br /> ] ation shall be given to the existing and prospective character <br /> of surrounding development. <br /> It is the express intent of the Board of County commissioners <br /> to encourage most strongly the use of the Planned Development <br /> technique in all areas covered by the Joint Planning Agreement <br /> among Orange County, the towns of Carrboro and Chapel Hill and <br /> The Orange Water and Sewer Authority. To this end suitable <br /> incentives, in the form of bonuses, over and above the intensity <br /> of permitted development under traditional lot-by--lot development, <br /> shall be provided. <br /> It is also the express intent of the Board of County commissioners <br /> that all development except the isolated individual structure <br /> on a separate lot, within the University Lake, Cane Creel: and part: <br /> of the Upper Eno Watershed areas, shall take palce under the Planned <br /> Development procedure, in order to protect these important water <br /> supply reservoir areas from degradation, <br /> It is also the express intent of the Beard of County Commissioners <br /> that the Planned Development technique be used in rural portions <br /> of Orange County where the size complexity or both of the proposed <br /> development warrant its use. <br /> This encouragement of the Planned Development technique is a <br /> recognition by the County Hoard of Commissioners that the <br /> technique offers distinct advantages to the public, while <br /> affording private property owners greater flexibility in the <br /> development of their land, the opportunity for the application <br /> of new and ingenious development techniques and more prudent <br /> use of time, money and effort. The public benefits include <br /> more efficient and effective use of land, more efficient use <br /> of energy, the reduction of the costs of continuing maintenance <br /> responsibilities and a higher average level of amenity in all <br /> types of development. <br /> 7-1 <br /> i <br />
