<br /> 2.2.12 comprehensive Plan, Defined
<br /> iThe Comprehensive Plan, which includes maps, plats, charts, and
<br /> descriptive matter, task force reports, official statements which
<br /> are part of the underlying policy of the County, shall constitute
<br /> the Board's recommendation of the physical development of that
<br /> portion of the County under County jurisdiction, and shall be
<br /> presented to the Board of Commissioners for its acti=n The
<br /> recommendations shall. address such things as the general location,
<br /> character, and extent of streets, bridges, boulevards, parkways,
<br /> playgrounds, squares, parks, aviation fields, and other public
<br /> ways, grounds, and open spaces; the general location and extent
<br /> of public utilities and terminals, whether publicly or privately
<br /> owned or operated, for water, light, sanitation, transportation,
<br /> communication, power, and other purposes, the removal, relocstian,
<br /> widening, narrowing, vacating, abandonment, change of use, or
<br /> extension of any of the foregoing ways, buildings, grounds, open
<br /> spaces, property, utilities, or terminals= the most desirable
<br /> pattern of land use within the area, including areas for resi-
<br /> dential uses, for farming and forestry, for manufacturing and
<br /> i industrial uses, for commercial uses, for recreational uses, for
<br /> open spaces, and for mixed uses. In preparation of these re-
<br /> commendations the Board shall even be mindful of the overriding
<br /> need to protect the public interest over the private interest
<br /> and particularity the conservation of the surface and under-
<br /> ground water resources of the County, the soils resources and
<br /> the natural growth resources of the county and to provide for
<br /> efficient use of renewable and non-renewable sources of energy.
<br /> 2,2.13 Comprehensive Plan Adoption

<br /> The Hoard of Commissioners upon receipt of a recommended com-
<br /> prehensive Plan and portions thereof from the Planning Board
<br /> shall consider such recommendations and adopt them by resolu-
<br /> tion, either unchanged or with modifications.
<br /> Prior to adoption of the Comprehensive Plan, the Board of
<br /> Commissioners shall hold a public hearing thereon. Notice of
<br /> ' the public hearing shall be given by publishing said notice at
<br /> least twice in a newspaper of general circulation in Orange
<br /> County, stating the time and place of such hearing, and the
<br /> substance of the proposed plan. This notice shall appear in
<br /> said newspaper for two successive weeks with the first notice
<br /> c appearing not less than fifteen days nor more than twenty-
<br /> five days before the date set for the public hearing.
<br /> 2.2.14 Amendment Of Adopted Compreh ensive Plan
<br /> Proposed amendments to the adopted Comprehensive Plan, if not
<br /> i initiated by the Planning Board, shall be referred to it by
