ARTICLE 1. GENERAL PROVISIONS <br /> 1.1 Long Title And Authority <br /> An ordinance establishing comprehensive development regulations <br /> for designated portions of orange County and providing for the <br /> administration, enforcement and amendment thereof in accord with <br /> the provisions of Chapter 153A, Article 1B; Article 4, Chapter <br /> 150A, Article 19; of the North Carolina General Statutes, as <br /> amended, and for the repeal of all ordinances in conflict here- <br /> with. <br /> 1.2 short Title <br /> This ordinance may be known and cited as "Orange County Zoning <br /> Ordinance." <br /> 1.3 Intent <br /> a) AAclaration of necessity --- in order to protect and promote the <br /> health, safety, general welfare and morals of the County and its <br /> residents, this ordinance is adopted by the Orange County Board <br /> of Commissioners to regulate and restrict the height, number of <br /> stories, and size of buildings and other structures, the ,percent- <br /> age of lots that may be occupied, the size of yards, courts, and <br /> other open spaces, the density of populations, and land for trade, <br /> industry, residence and other purposes, including off-street park- <br /> ing, the arrangement of lots, methods of land development and re- <br /> lated matters. <br /> b1 Purpose, <br /> The purpose of the regulations set out in this ordinance shall <br /> be to accomplish compatible development of the land within Orange <br /> County in a manner which will best promote the health, morals, <br /> safety, and general welfare, as well as to provide for efficiency <br /> and economy in the process of development; to make adequate pro- <br /> visions for traffic; to secure safety from fire, panic, and other <br /> hazards; to provide for light and air; to prevent the overcrowding <br /> of land; to avoid undue concentration of populations; to facilitate <br /> the adequate provision of transportation, water, sewerage, schools, <br /> parks, and other public requirements; to provide for the protection <br /> and or the surface and underground water resources of the County, <br /> and to provide for efficient use of renewable and non-renewable <br /> sources of energy; to promote desirable,living conditions and the <br /> sustained stability of neighborhoods; to protect property against <br /> blight and depreciation and for other purposes in accordance with <br /> the comprehensive plan for the County. <br /> 1-1 <br />
