I <br /> (b) Within ninety (90) days after obtaintn g all <br /> necessary permits, licenses and authorizations, the grantee shat l <br /> commence construction and installation of the system in <br /> accordance with the terms of the franchise granted- <br /> (c) Within one year after co-impancement of construction <br /> and installation of the system, the grantee shall begin to render <br /> service to subscribers, and completion of the system shall be <br /> pursued with reasonable diligence thereafter according to the tert�s <br /> of the franchise granted. <br /> (d) The franchise shall detail service extension <br /> r <br /> requirements within the franchise area. At three year intervals E <br /> the map shall be reviewed and changes in the service areas shall <br /> s <br /> be incnrporat�d by agreemeti�L between the Grantee and the Board. � <br /> � (i) Before. requesting extension of service into ' <br /> previously unserved areas, the Board must take into consideration j <br /> ! the state of the art in cable television, the costs of said <br /> extension, population density and averages. <br /> (ii) The review shall take place at a public meeting ) <br /> 4 <br /> after public notice of its tame and place. Upon request b-.y the � <br /> i <br /> z <br /> Board for an extension of the system, the grantee trust extend <br /> the system or show cause why the system could not be extended to <br /> any theretofore excluded area. Should the county and the <br /> :i <br /> grantee not agree upon extension of service at the conclusion <br /> of the review and public hearing, the matter shall be arbitrated <br /> as provided in the franchise. <br /> (e) The grantee shall negotiate with any citizen or <br /> group of citizens within the franchise area desiring service, <br /> i <br /> a <br /> but who are located outside the service area.
