r <br /> Pedestrian access may be provided at any suitable <br /> locations within the district, but shall %,:here <br /> practicable be separated from vehiculax access points <br /> in order to reduce congestion, marginal friction and <br /> hazards, except whence signalization is used in such <br /> a manner as to control pedestrian and vehicular movements <br /> safely; <br /> s <br /> 3.
