I understand from past consultations that <br /> generally you do not have to use the area one-half floor above the second floor <br /> where you formerly housed females and juveniles, but should the need arise for <br /> this area to be utilized for housing inmates, please be aware of the requirements <br /> of the supervision statute (G.S. 153A-224) and the pertinent sections of the mini-- <br /> mum jail standards relative to continuous supervision. <br /> The need for closer attention to the provision of clean and adequate bedding is <br /> indicated on the inspection report, and I will urge you to affix permanent iden- <br /> tification on the jail mattresses indicating that the source aril materials in the <br /> .units are approved under Section VII, Paragraph H. of the minimum jail standards. <br /> Your efforts to compensate for the many inherent deficiencies in this facility <br /> with appropriate admins.strative controls and management procedures which will <br /> minimize the negative program impact of such inadequacies are greatly appreciated, <br /> and please call upon me or members of my staff at any time you feel we may be of <br /> assistance in the critical matter of maintaining the existing -facility in an <br /> operable state until such time planning is finalized for the expanded- and renovated <br /> jail for Orange County. <br /> Sincerely, <br /> Charles F.
