_10--
V. Increased County Funding of Day Care
Waiting List for Day Care Subsidy--June 1980
AGES OF CHILDRE14
Location Infants & Two Year, 3-5 Year School- Totall 4 Certifin
Toddlers Olds Olds Age Spaces
- Northern
orange Co. 11 5 18 - 9 43 20
Southern
Orange Co. 44 26 49 31 150 500•+
Unknown 1 1 2 4
E
Total 56 32 69 40 197
Our county's present level of funding clearly does not begin to meet
the need for day care subsidy as evidenced by this waiting list.
Presently the number of people on the waiting list exceeds the numb
of children that are presently being served.- In Northern Orange-
County the number of children on the waiting List is twice the
number of available certified spaces. The waiting list for day car
assistance: has never been as ;Long as it is right now and it increas.
daily.
According to Dr. Carol Stack of the Center for the Study of
the Family and the state, "More mothers in North Carolina are worki
outside the home than in any other state." This statement is Even
significant for orange County where there: are an estimated 896 sing-
parent households with children of preschool age. If fifty percent
of the mothers of preschool children in Orange County worked, there
would be a need for over 3200 day care spaces. Fifty percent is a
low estimate now and the nationwide figure for 1990 is projected at
75%.
The need for quality day care will continue to increase. orange
County has not begun to meet either the demands for certified day
care, particularly with respect to children under three, or the needs
for day care assistance for those families unable to meet the fell.
costs of the service. Waiting lists exist for both services and
?' subsidy. We must do everything we can to maintain the present
centers we have and to attempt to develop more programs.- In addi-
tion, the need for greater funding from the county and other comma
ty and government resources must also be explored. Day care is no
a diminishing need and we must recognize this in our budget and spa,•.:;::
considerations.
