Problems <br /> * Major difficulties faced by HSAC members: <br /> - meeting time demands for HSAC and job <br /> w resistance from others - turf <br /> lack of a clearly defined purpose <br /> * In reporting the degree to which these difficulties <br /> limited the members effectiveness: <br /> - one person = minimal <br /> - five persons = somewhat <br /> five persons = quite a bit <br /> * In rating HSAC's effectiveness, members felt that HSAC <br /> had been ineffective in dealing with: <br /> - funding problems between Town , County and Unified Fund <br /> - giving advice to boards other than the County Commissioners <br /> - promoting coordination between funders <br /> - maximizing County resources <br /> - promoting cost-effective measures <br /> * HSAC has been least successful when dealing with: <br /> - coordination and planning issues <br /> * In evaluating HSAC's resources, members feel that: <br /> - County has not backed HSAC with staff in past <br /> (although it appears to be changing) <br /> - HSAC needs better linkages with County Commissioners <br /> * In recommending changes for HSAC's operating style, <br /> members suggest that: <br /> - HSAC start being more publically active <br /> - HSAC move from responding to initiating <br /> - HSAC deal with conflicts more directly and openly <br />
