April 8, 1980, <br /> we stated our awareness of certain broken committments to the citizens of <br /> Orange County and "respe&tfulll requested than the Eno River Group be place, <br /> on the Agenda of your next evening meeting to state our grievances, substan- <br /> tiate them, and petition you (commissioners ) for appropriate remedy". <br /> . <br /> B� handwritten note Chairman Whitted assigned us to May 20th meeting. We asked <br /> for two hours to state our grievances and petition. <br /> On May 20, after some questioning, we were offered 20 minutes which <br /> I declined as being insufficient to present two hours material, but requested <br /> that members of audience who had come expecting to speak be allowed to speak. <br /> This was granted and several from audience spoke. Eno River Group was aaked <br /> to present further information in writing. This was done by letter presented <br /> at May 27, 1980 meeting, plus three enclosures. We asked. for 60 minutea .. <br /> June 2nd, 1980. <br /> Chairman Whitted's letter of May 28 thanks us for the written material. <br /> furnished May 27th in response to your May 20th request and further states: <br /> "The Board would like an opportunity to look over the information and review <br /> our policy statement to try to determine the Status of the park; however, <br /> since we. will _not be able to do that before June 2nd, it will not appro- <br /> priate to place this item on the agenda for discussion at that time. I will <br /> notify you when the 9onrd tins completed its review of the policy and status <br /> of the park." <br /> The Elio River Group proposed Resolution of May 27th calls for a halt to <br /> planning and implementation of plRns for an Eno River State Park until the <br /> Board can review its Resolution of Nov. 1, 1976; actions of various suthr"i.- <br /> t ies in allowing citizens` participation in the planning process; act ior;f- of <br /> these authorities in their adherence o��onndherence to existing agreements <br /> between them and you; and other grievances of Orange County residents <br /> regarding the est:ptblishment or expansion of art Eno River State Park in orange, <br /> By persmi&l appearance on August 19th I requested that you postpone <br /> tonight's Public Meeting until the Eno River Group has been allowed.lo <br /> state our grievances, substantiate them, and petition you for relief. Tnis <br /> request was denied by Chairman lvthitted. I repeat the request now, addreasing <br /> It to both the Commissioners and the RCPcD Comdi.ttee, it dates bnek to <br /> April 8th, 1980. This Public Xleeting is in response to a letter of July 18th, <br /> 1980 from Eno River Association Past President Donald N. Cox, in his capacity <br /> of Chairman, Board of Supervisors , Orange Soil and Water Conservation. Districl <br /> Denial of our request can only be cons trued as a denial of our right of <br /> Petition and our Rights of Free Speech.
