Efficiently implement state and federal programs designed to meet the <br /> fuel needs of the poor. <br /> 3. Initiate efforts to alleviate excessive hardship on loan-income, elderly <br /> or handicapped county residents in energy emergencies. <br /> 4. TIMES O ENERGY <br /> OR OTHER CRISES, ORANGE COUNTY WILL HAVEAN ENERGY SEMERGENCY RPLAN- <br /> 1. The Energy Emergency Committee will include representatives from agencies <br /> concerned with energy production and delivery, disaster relief agencies, <br /> the Energy Conservation Commission, and the general public, <br /> 2. This Committee will study all energy emergency plans affecting residents of <br /> Orange, including those of utilities, Civil Defense, etc. 'These plans _. <br /> shall be coordinated into one master plan in order to provide information <br /> and guidance in time of energy emergency. <br /> 3. The Committee will work to ensure that emergency vehicles and other identi- <br /> fied priority users have access to fuel in any type of crisis. <br /> 4. work fuelfshortagesupol•y adequate to <br /> 6. The Committee will inform local businesses of the state Set-Aside Program <br /> and assist them in applying for relief. <br /> 6. Civil Preparedness, Emergency medical Services and other county departments <br /> will be asked to cooperate with activities of the Energy Emergency Committees_ <br /> POLICY III, ASSISTANCENIN ENERGY NCONSERVATION EAND SINFORMATION O I <br /> ON WAYS TO <br /> CURTAIL ENERGY USES. <br /> The County Energy Office will: <br /> 1. Offer to help businesses develop incentive programs which encourage <br /> employees to carpool, vanpool, or use public transportation. <br /> 2. Provide for homeowners or renters information on energy conservation <br /> techniques appropriate to their situation,. <br />
