Y. <br /> ADDENDUM continued -4- <br /> B. Personnel : <br /> 1 . The position of Director of the Department on Aging <br /> should be created to serve as chief administrative <br /> officer, of the Department, reporting directly to the - <br /> County Manager. He should also serve as secretary to <br /> the Senior Citizens Board, <br /> 2. The Director of the Department should be appointed <br /> by the County Manager in compliance with the County <br /> Personnel Policy, The Senior Citizens Board should <br /> have review privileges of applications processed by <br /> the County Personnel Officer, and should submit the <br /> names of all applicants acceptable to the Board to <br /> the Manager for the final selection. <br /> 3. Additional staff necessary for the supervision, op- <br /> eration and maintenance of the Department programs and <br /> services should be appointed by and responsible to the <br /> Director of the Department in accord with County per- <br /> sonnel policy and practice and the budget of the Depart- <br /> ment as approved by the County Commissioners. <br /> C. The Council on Aging believes that the following ideas should <br /> be considered in defining the duties and responsibilities of <br /> the Director. <br /> 1 , to serve as executive officer of the Board <br /> and act as its secretary; <br /> 2. to administer programs and services established for the <br /> Department; <br /> 3. to appoint and supervise departmental personnel ; <br /> .V <br />
