x <br /> v< <br /> ADDENDUM <br /> In order to express the thinking of the Council on Aging and to <br /> implement the drafting of an ordinance and/or resolution to create <br /> a "Senior Citizens Board" and a County "Department on Aging," the <br /> Board of Directors of Orange County Council on Aging, Inc. , makes <br /> the following recommendations : <br /> I . SENIOR CITIZENS BOARD <br /> A. Functions : <br /> 1 . to serve as a liaison between the older citizens of <br /> the County and the County Commissioners and Depart- <br /> ment on Aging; <br /> 2. to develop policy and make recommendations to the <br /> County Commissioners on all. aspects of their respon- <br /> sibilities to older persons and on issues related to <br /> the aging process ; <br /> 3, to stimulate and promote needed services and programs <br /> for older persons ; <br /> 4. to assist public and voluntary agencies in providing <br /> services to older persons ; <br /> 5. to serve as a clearinghouse for reviewing service <br /> proposals and funding of services that have an impact <br /> on older persons ; <br /> 6. to consult with and assist the Director of the Department <br /> S <br /> on Aging in the preparation of the Department budget; <br /> 7. to review the proposed budget of the Department before <br /> submission to the County Manager and advocate the needs <br /> of the Department to the County Commissioners; <br />
