,c- <br /> /7 <br /> NORTH CAROLINA <br /> ORANGE COUNTY <br /> NORTH CAROLINA GOVERNOR'S <br /> HIGHWAY SAFETY PROGRAM <br /> L!ii,AL GOVERNMENT HANDICAPPED <br /> CHILDREN TRANSPORTATION <br /> AND SAFETY PROGRAM AGREEMENT <br /> COUNTY OF ORANGE <br /> THIS AGREEMENT, made and entered into this the day of <br /> 19,.,_, between the Governor' s Highway Safety Program of the Division of Motor <br /> Vehicles of the North Carolina Department of Transportation, hereafter referred <br /> to as GHSP, and the County of ORANGE , hereinafter referred to as the <br /> County._ <br /> Vl I T N E 5 S E T H <br /> Whereas, the County recognizes that physically handicapped children <br /> receiving special educational and care services are entitled to full safety and <br /> health benefits available to the County, and whereas GHSP proposes to implement a <br /> pilot program to assist the Northside Children's Learning Center, an agency of <br /> the Orange-Person-Chatham Mental Health Center, in protecting handicapped <br /> children against death and serious injury in automobile accidents by providing a <br /> mechanism through which crash-tested automobile child restraint devices (CRD's) <br /> are available for use when Northside Children's Learning Center workers are <br /> transporting their students in their vehicles, and a companion mechanism to edu- <br /> cate teachers and vehicle drivers as to the proper use of the CRD provided and, <br /> Whereas, GHSP proposes that this can be achieved through the following <br /> steps: <br />
