Copy of a Resolution Passed by the County of ORANGE , of P,orth <br /> Carol ina <br /> The following resolution was offered by Commissioner t.•lillhoit and a motion <br /> was made by Commissioner Willhoit that it be adopted, this motion was seconded <br /> by Commissioner Barnes and upon being put to a vote, was unanimously <br /> carried; <br /> Whereas, the County of ORANGE hereinafter referred to as the <br /> County, recognizes that physically handicapped children who receive special <br /> educational and care services from the County are entitled to full safety and <br /> health benefits available to the County, and whereas the North Carolina <br /> Governor's Highway Safety Program hereinafter referred to as GHSP, proposes to <br /> implement a pilot program to assist Counties in protecting handicapped children <br /> against death and serious injury in automobile accidents by making available <br /> crash-tested automobile child restraint devices (CRD's) to the Morthside <br /> Children' s Learning Center for transporting physically handicapped children in <br /> their vehicles and to educate the teachers and drivers as to the proper use of <br /> the CRD; PROVIDED, the County of ORANGE agrees to require that Morthside <br /> Children's Learning Center employees will secure those physically handicapped <br /> children who require special support in the CRD's provided When transporting <br /> them in their vehicles, to use the CRD's provided to the County for a period of <br /> not less than two years, to provide manpower necessary to move the CRD's from <br /> vehicle to vehicle as needed and to provide training in the proper installation <br /> and use of the CRD's for new employees as they are hired, to act as a child <br /> transportation safety information distribution source within the County using <br /> information and materials provided by GHSP, to provide a report to GHSP every <br /> three months which will include an estimate of the frequency of use of the CRD's <br />
