located on a portion of Lot 98 and is claimed by both Orange <br /> County and the Town of Hillsborough. The library building is <br /> a fine structure built of stone quarried in Orange County. Lot <br /> 98 is one of the most historic tracts of land in Orange County. <br /> "Tradition" says that it was used as "the common burial ground" <br /> for early settlers even before the town was laid out and later <br /> was the site of the first church of Hillsborough, the building <br /> of which-, housed several sessions of the North Carolina General <br /> Assembly, the Constitutional. Convention of 1788, one of the <br /> earlier schools located in the State of North Carolina and <br /> many other important and historic events. <br /> VI. Orange County claims title to the Confederate <br /> Memorial Library Building in part by virtue of the deed from <br /> William Churton conveying the town to the Magistrates of Orange <br /> County, in part by virtue of a 1757 deed from William Churton <br /> to the wardens of the original church of Ffillsborough, later <br /> known as St. Matthews, and in part by virtue of .Acts of the <br /> Pre-revolutionary Assembly of the Province of North Carolina <br /> and the General Assembly of the State of North Carolina. <br /> VII. The Town of Hillsborough claims title to the <br /> Confederate Memorial Library Building by virtue of the earlier <br /> mentioned Chapter XIII of the Laws of Worth Carolina and other <br /> Acts of the Pre-revolutionary Assembly and the General. Assembly <br /> of North Carolina. <br /> VIII. Based on all of the above, it is the opinion of <br /> the Board of Commissioners of- Orange County that this building <br /> and the land it is situated on should, in perpetuity, be used <br />
