RECOMMENDATIONS ON THE PRELIMINARY PLAN OF SCOTSWOOD <br /> 1. Public water and sewer lined must be provided. <br /> 2. Designate drainage easements as specified by the Erosion Control Officer. <br /> 3. Shift lots so that lot lines fall along natural drainage ways. <br /> 4. Lots 9 - 14 in Block G will have a drainage easement along the creek <br /> and structures will not be allowed in this easement. <br /> 5. All streets must be paved to the Department of Transportation standards. <br /> This would include Carolina Avenue, First, Second and Woodlawn Streets. <br /> 6. The intersection of Carolina Avenue and St. Mary's Road should be moved <br /> as far east as possible and intersect at a 90 degree angle. <br /> 7. Provide Woodlawn Road between Tot r 1 and lot rr 24, in Block E, and <br /> connect and pave it to state road m 1555, This would provide access to <br /> the schools. <br /> 8, A 5 to I slope should be observed on the dam between the lake and the <br /> park, <br /> 9. Provide a pedestrian access from the north side of Strouds Creek to the <br /> open space on the south side., <br /> 10. A homeowners association should be set up after 50% of the lots are <br /> sold to provide for maintenance of the park and lake. <br /> 11. The large tract fronting on US 70 should be studied as concerning the <br /> impact of any other non-residential land use. <br /> 12. Several entrances into the proposed commercial area should be established. <br /> 13. Underground utilities and sidewalks should be considered. <br /> 14. Preliminary flood insurance rate maps for Orange County issued by the <br /> Army Corps of Engineers show the main stem of Stroud's Creek flooding <br /> to a level of 496 feet in the area of the proposed subdivision. This <br /> flooding will affect portions of lots in Block B (lots 15-20, 25, 26, 27 <br /> and 28); Block G (Lots 1, 2, 6, 7, 8 and 9); Block H (lots 1 - 4 and 14, 15, <br /> and 17 - 21) <br /> 15. Fire hydrants should be spaced so that any structure is no further than <br /> 500 feet from a hydrant and on a 6 inch Tine. <br /> 16� Lots 1 and 2, 3 and 4, 5 and 6 in Block B should have common driveways <br /> along St. Mary's Road. <br /> i <br /> 3 <br /> i <br /> i <br /> 't <br /> I 17. Eliminate duplicate road names, as per road naming recommendations from <br /> € the Planning Department dated August 20, 1979 and revised, <br /> i <br /> 18. 20 extra feet of road right-of-way must be observed on the north side of <br /> St. Mary's Road, to make the right--of-way 80 feet wide. <br /> 19. Make Graham Drive a major intersection with a traffic island and turn lanes. <br /> Intersection "A" (attached) at Graham Drive and St„ Mary's Road would be used. <br />
