Memorandum To: Orange County Board of Commissioners <br /> From: Sam Gattis, County Manager <br /> Date, May 2, 1980 <br /> Subject: Water Billing, Hillsborough <br /> Some time ago the Board asked the Data Processing Director and me <br /> to look into the possibility of the County computing water bills for the <br /> Town of Hillsboro' gh. Keith Brooks met with Town officials on three or <br /> four occasions to discuss what we might be able to do for them. <br /> i <br /> In summary he reports: <br /> a) We can compute these bills on our equipment. <br /> b) If we do this, the Town would have to acquire a computer <br /> terminal and rent teler)hone circuits. <br /> c) Someone dust plan and program a system for this job. The <br /> County milght do this with its personnel or the Town might <br /> purchase such a system from a software vendor. <br /> d) The Coun y probably could develop this system using two <br /> months o a programmer's time. (Estimated cost; $3,500) <br /> e) A commercial vendor has offered to develop a system for the <br /> Town for $4,000. <br /> f) To perfo�'m Town' s work on an online basis, the County must <br /> commit l�'28 of its DP resources. This fraction of our annual <br /> DP budge is $6,600. Based upon an anticipated monthly billing <br /> of 2,200 units, this $6,600 could be recouped by fixing a <br /> monthly per bill rate of 25�. <br /> Keith Brooks and I feel it would be helpful if' the department could <br /> begin generating ome revenue. It would be reasonable for us to offer to <br /> develop a billing system in two ways: a) for a flat fee of $3,500 with <br /> the County owning the system or; b) an hourly rate (no guaranteed maxi- <br /> mum) with the Towy owning the finished product. If we develop the system <br /> the work will be performed by a graduate student of computer science at <br /> U. N. C. that has done some very good work for us. Funds to pay this <br /> student would com6 from money paid by the Town for developing the system. <br /> Our staff would have minimum involvement in this project. <br />
