Please accept my sincere apology for not responds g <br /> earlier. <br /> with regard to the matter of our statement for services <br /> rendered and disbursements made in connection with the <br /> referenda on the bonds described above, which I sent to you <br /> on December 6, our firm and Change County had not, to the <br /> best of my knowledge, had any prior agreement or under- <br /> sta�ding except an understanding based upon our past practice, <br /> our practice has been to charge an esta� blished amount for <br /> the work involved in bringing one or more bond issues through <br /> referenda whether or not the referenda are successful and to <br /> add to our statement for such services our disbursements in <br /> connection with such wort:. As regards prior work done. for <br /> Orange County, we had always billed on such basis. Any <br /> understanding that our fee was completely contingent except <br /> for expenses is unfamiliar to me and to George B.
