i <br /> SWITCHBOARD <br /> (POSITION rl) <br /> For several years the County has operated a central switchboard with <br /> the principal operator being funded through the public service employment <br /> (CETA) program. Backup support for vacation, illness, lunch, etc. has <br /> been derrived from other county offices. <br /> There is no practical way to eliminate this position or no county <br /> department with sufficient staff to assume this function full time. <br /> Recommendation: The County should assume the cost of this position <br /> for the remainder of our fiscal year. <br /> PUBLIC WORKS <br /> (POSITIONS 02 - R5 & 013) <br /> On July 1, 1979 this department had a maintenance staff of eight persons. <br /> Three of these persons were funded by the County and five were funded through <br /> CETA. Between July I and September 30 (the last quarter of the federal fiscal <br /> year) unexpended balances available were used to add three housekeepers to the <br /> public works staff. Allocations for this years CETA program (starting October lst) <br /> were reduced from last years level making a work force reduction necessary. On <br /> October 1st three positions were cut from the maintenance staff reducing it from <br /> eight to five. Currently the housekeeping force has only two of its positions <br /> filled. <br /> There are some funds available within the department's budget to pick up <br /> part of the costs of retaining these persons. <br /> Recommendation: l) Reduce housekeeping staff from three to two. <br /> 2) Retain as county employees the two maintenance <br /> workers currently on CETA. <br /> 3) The County assume funding of these positions. <br /> ROAD NAMING COORDINATOR <br /> (POSITION r#6) <br /> This position was created to staff a temporary project estimated to <br /> conclude by September 30, 1980. If continued full time the road naming <br /> element can be concluded prior to that date. There are some personnel <br /> resources within the planning department (CD Coordinator or the junior <br /> planner) that could be assigned to this task on a part time basis. This <br /> would tend to push backward the anticipated project completion date. Also <br /> the Board appropriated funds to acquire signs that could be applied towards <br /> completion of this work. <br /> Recommendation: Assign the project to the CD Coordinator or the junior <br /> planner and push forward its anticipated completion date. <br /> T <br /> v <br /> a <br /> G <br />
