Y <br /> l <br /> ORANGE COUNTY LAND USE GOAT STATEMENT <br /> FEBRUARY 1980 <br /> Land use planning involves a series of related actions and decisions <br /> which are organized aroVnd and move toward the accomplishment of a set of <br /> goals. Goals are general statements which express ideals toward which the <br /> management of growth and community development is directed» Therefore, the <br /> formulation of goal statements is a key element in orange County's land use <br /> planning process. <br /> The .following chart shows the hierarchical relationships between goals, <br /> policies and im lementation programs: <br /> Survey and description Basic beliefs of <br /> of existing social, C06101JNTTY VALUES individuals which <br /> economic, and natural PROFILE form the basis of <br /> environmental conditions their attitudes <br /> General statements which <br /> express ideals toward GOALS <br /> which the management of <br /> growth and community <br /> development is directed <br /> Statements which emerge <br /> from the goals and which POLICIES <br /> describe definite courses <br /> of public action that <br /> lead ultimately toward <br /> the expressed goal <br /> Specific actions to <br /> accomplish policies.
