This <br /> recommendation is as follows: <br /> The Health Director recommended adoption of such fees based on the logic that <br /> this is a service that would otherwise be paid for by the general taxpayer from which <br /> private profit, directly or indirectly would accrue. Furthermore, that there should <br /> be equal application of such fees to all persons using such services. In concert <br /> with State Statue, such fees were recommended to be assessed for services rendered <br /> and not for any license issued. <br /> A detailed cost analysis which included both Departmental and Orange County <br /> indirect costs was accomplished to establish a base daily rate for-such services. <br /> This cost analysis has been placed on file in both the Hillsborough and Carrboro <br /> offices of the Health Department for public inspection. <br /> The recommended fees are as follows: <br /> Work Level/Cost Pei, Well Service <br /> The calculated cost per man day of sanitation work as of 1/1/80 is $83.77. <br /> There are three phases to a well installation; they are: <br /> 1.
