r+ <br /> t " <br /> r . q <br /> 1. <br /> Report on the grange County Road Naming and House Numbering Program <br /> Section 1: BACKGROUND <br /> The orange County Road Naming and House Numbering Program was initiated <br /> an March 6, 1979. It was designed to be an eighteen month program, running <br /> from March 1979 to August 1980, <br /> The purpose of the program is to improve access by emergency service and <br /> other vehicles within Orange County. According to County emergency service <br /> personnel, the existence of duplicate road names and the absence of road name <br /> signs presently cause a serious public safety hazard. This program will in- <br /> volve the adoption of a single, unique name for all public, state-maintained <br /> roads and the assignment of house numbers to all buildings located along <br /> them. When this program is completed, road name signs will be installed <br /> at all state road intersections outside the Towns of Chapel Hill, Carrboro, <br /> Hillsborough and Mebane. <br /> Section 2: RELEVANT STITE U?S <br /> N.C. General Statutes 153A-239 and 240 authorize Counties to officially <br /> name and rename public roads provided they do not: <br /> (1) Change a name without the Board of Transportation's approval <br /> (2) Change the state road number assigned by the Board of Transportation <br /> (3) Give a road a name that is deceptively similar to the name of any <br /> other public road in the vicinity. <br /> State law requires that Counties do the following prior to adopting <br /> official road names: <br /> (1) Hold a Public Hearing to discuss the road names <br /> (2) Place 3 notices at prominent places along each road to be <br /> officially named at least 10 days prior to the Public Nearing <br /> (3) Notify the local postmasters, the Board of Transportation and <br /> any City within five miles, of the official road names after <br /> they are adopted. <br /> ALL of THE RELEVANT STATUTORY REQUIREMENTS HAVE BEEN COMPLIED WITH <br /> BY THE ROAD NAMING ADVISORY COMMITTEE. <br /> Section 3: PROCEDURE <br /> The Road Name Recommendations listed in Section 5 of this Report are <br /> the result of a long and thorough process. Procedural guidelines were <br /> adopted by the Board of Commissioners in August, 1979. <br /> The policies and procedures guiding the Orange County Road Naming <br /> and House Numbering Program require that the Program be conducted in <br /> the following way: <br /> Cont'd <br />
