In Orange County, "elementary
schools with 50%or more of students receiving free or reduced lunches must be served through Title 1
funds" (as defined on the Orange County School System's website). There are 3 such schools in this
system: Efland Cheeks Elementary, Central Elementary, New Hope Elementary. In the 2015-2016 school
year,The ArtsCenter will implement at least 18 Artist Residencies these schools and the alternative high
school, Partnership Academy, providing more than 1,800 underserved children with opportunities to
engage in curriculum through the arts, thus catering to their varied learning styles and providing them
with the best possible scenario to make strides academically.
The Arts in Education Focus School Program strives to fill in the gaps in education caused by budget cuts
made in school districts in recent years, which significantly reduced or eliminated arts-education
programs. The program is designed to take place over the course of several years in order to provide
the most impact and ensure the sustainability of using the arts to teach curriculum over the long term.
Providing connections to the arts strengthens the depth of experiential knowledge for students and
enables teachers to connect with varied modalities of learning, especially among underserved children,
which has a direct impact on student success. According to research, economically disadvantaged
students, English Language Learners and students with special needs benefit in particular through arts
education (Brouillette&Jennings, 2010, Brouillette, 2010; Carger, 2004;Montgomerie& Ferguson,
1999;Spina,2006). In the schools served by the Focus School program approximately 60-70%of
students receive free or reduced lunches. New Hope Elementary has the highest.English Language
Learner population in the district (24%) and at Efland Cheeks Elementary has the second smallest
identified gifted population and one of the largest Exceptional Children-identified populations in the
district.
The Focus School Program was launched in the 2008-2009 school year at Central Elementary and was
initially supposed to take place over the course of three years; however, teachers were so invested in
the program after seeing the benefits to their students that they requested the program continue. Upon
securing additional funding,we continued working at Central Elementary for two more years. As a direct
result of witnessing the program successfully implemented at Central Elementary for several years, in
2013 Orange County Schools requested the program expand to all three Title 1 elementary schools in
the district, as well as the Title 1 alternative high school. After a successful expansion in our first two
years working in all schools, the program has been renewed for a third year.
Since the program's inception, the feedback from district and school administrators, classroom teachers,
students and parents has been extremely positive. Specifically, teachers at Central Elementary have
embraced using arts integration in their classrooms regularly as a result of working with professional
teaching artists, and a culture of creative and critical thinking has been created and sustained at the
school. (Please see attached letter of support from a participating classroom teacher.) Since the 2011-
2012 school year, the Arts In Education Focus School Program has measured curriculum proficiency
following residencies through assessments of the covered material. Students who participated in
residencies scored an average of 84%when tested on the covered curriculum in the past two years.
The success of the Focus School Program is also measured by end of residency student and teacher
evaluations.Teachers have consistently reported academic gains, increased confidence levels, and
1
