ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 11, 2007 <br />Action Agenda <br />Item No. h -~ _ <br />SUBJECT: Transfer Station Site Search Consultant Selection <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): (Previously Provided <br />Under Separate Cover) <br />INFORMATION CONTACT: <br />Statement of Qualifications - Olver Inc. <br />Statement of Qualifications -Draper Aden <br />Associates <br />Gayle Wilson, 968-2885 <br />PURPOSE: To select the technical consulting firm that will assist the Board of County <br />Commissioners in locating a site for the development of a new Orange County Waste Transfer <br />Station. <br />BACKGROUND: At the March 27, 2007 BOCC, meeting the Board selected the existing landfill <br />property on Eubanks Road as the location on which Orange County would develop a new solid <br />waste transfer station. At the November 15, 2007 BOCC meeting, the Board decided to initiate <br />a new process for identifying and evaluating alternate locations for an Orange County Waste <br />Transfer Station. Also at that November 15 meeting, the BOCC authorized the Manager to <br />arrange a process by which the BOCC could evaluate and select between two existing <br />contracted professional consulting firms to assist the Board in its new siting process. Finding <br />one of the currently under-contract firms acceptable would expedite the search process <br />significantly. <br />The BOCC conducted interviews of the two firms currently under contract at the December 7, <br />2007 Work Session, and expressed general satisfaction with engaging either to expedite an <br />expert facility siting process. The firms interviewed were Draper Aden Associates of <br />Blacksburg, VA. and Olver, Inc. of Charlotte, NC. <br />Upon selection of a firm, the Manager is prepared to proceed expeditiously to initiate the first <br />organizational meeting for the Board and the firm to fully develop and clarify critical elements in <br />a proposed scope of work. The scope of work is likely to address, among others: substantive <br />and timely opportunities for public comment and participation; provisions and techniques for <br />accommodating environmental justice considerations; the extent of ancillary facilities to be co- <br />located at a transfer station site; and overall timeline for process completion. Existing <br />professional service agreements with each firm contain provisions for additional services that <br />
