16 <br />STAFF RECOMMENDATION: <br />Staff supports the Design Solution request from the standpoint that there may need to be some C <br />flexibility to address on-site topography issues or to guarantee the protection of existing foliage. <br />Staff is uncomfortable, however, with a total replacement of the existing standards with the one <br />proposed by the applicant. <br />Therefore, staff recommends that the proposed modification to the grading and erosion control <br />standards, as proposed by the applicant, be allowed only when the applicant can demonstrate on a <br />site-specific development plan the need, and benefits to on-site natural resources, of waiving the <br />requirement due to the following: <br />® Steeper back slopes will reduce overall site grading and disturbance; and <br />® Less site grading and disturbance will preserve more land area in it present natural <br />condition. <br />® By maintaining more natural land cover, off-site impacts can be minimized. <br />® Reduction of natural disturbances allows for an opportunity for functional, healthy <br />ecosystems to co-exist with human development. <br />Staff believes that it would be more appropriate to have to as a condition of the SUP approval and <br />allow for the modification only when it is demonstrated to be necessary rather than replacing the <br />existing standard outright. <br /> <br /> <br />
