ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 3, 2008 <br />Action Agenda <br />Item No. ~--~( <br />SUBJECT: Approval of Proposed Land Exchange for Orange County Public Works Land <br />with the Town of Hillsborough Land Related to the Agreement Between the <br />Town and the County <br />DEPARTMENT: County Attorney, County <br />Manager, ERCD, Parks & <br />Recreation, Public Works <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Land Survey/Site Drawings from Summit <br />Consulting Engineers <br />This item was delayed from the <br />Board's May 20, 2008 meeting due to <br />time constraints. <br />INFORMATION CONTACT: <br />Wilbert McAdoo, 245-2627 <br />David Stancil, 245-2590 <br />Geoff Gledhill, 732-2196 <br />Gwen Harvey, 245-2300 <br />PURPOSE: To approve the proposed land exchange for Orange County Public Works with <br />Town of Hillsborough related to the agreement between the Town and the County, thereby <br />helping to finalize the Fairview Public Campus Master Plan approval process. <br />BACKGROUND: In the fall of 2004, the BOCC asked the Town and County legal and <br />management staff to refine a draft Memorandum of Agreement (MOA) that would outline a <br />design process for creating a Fairview Public Campus Master Plan. The Plan would <br />encompass the 67-acre Fairview Park site and the adjoining 26-acre County Public Works <br />property, including properties subject to land exchange discussions. A Memorandum of <br />Agreement was approved by the BOCC and Town during November 2004. <br />This item was further addressed at the January 23, 2007 BOCC meeting. The Board of <br />Commissioners confirmed the proposed land exchange as outlined and applicable to the <br />approved Fairview Public Campus Master Plan. The BOCC also committed to <br />discuss/consider providing an alternative amenity instead of the tennis courts, as proposed <br />by the Hillsborough Board of Commissioners, before the design and construction of the park <br />facilities, and to seek further clarification in writing from the Town Board as to what it wished <br />to pursue. The resulting land exchange has moved forward in such a way to be sensitive to <br />the residences in the neighborhood. It should also be noted that the discussions between <br />the Town and County in regard to meeting space for both Boards led to the protection of the <br />mature hardwood trees on the Public Works property. <br />
