ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 3, 2008 <br />Action Agenda <br />Item No. ~ - w_ <br />SUBJECT: Interim Solid Waste Management Plan Adoption <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Draft Resolution Adopting Plan <br />INFORMATION CONTACT: <br />Gayle Wilson 968-2885 <br />PURPOSE: To review and approve a resolution adopting the Interim Solid Management Plan <br />three-year update for submittal to State of North Carolina. <br />BACKGROUND: Orange County is statutorily required to update its ten year solid .waste <br />management plan every three years. The three-year update was due June 30, 2006. This was <br />not submitted, as Orange County with its municipalities and UNC decided to engage in .a long <br />term, comprehensive integrated solid waste plan that is still in progress, led by the Solid Waste <br />Plan Work Group representing all the governments and UNC. Orange County is the lead agency <br />with regard to state solid waste reporting and plan submittal and has historically performed this <br />function on behalf of the Towns, whose input and approval is solicited. <br />The plan presented here is a placeholder document that is more descriptive than prescriptive, <br />pending completion of ongoing Work Group planning activities and the development of a new <br />revised Plan next year. It describes solid waste work done in the County over the past four <br />years and the nature of the current planning process along with voting out the upcoming <br />decisions that the County and Towns could make to move towards the 61 % reduction goal. <br />Approval of this interim Plan brings Orange County into compliance with the state law, making <br />the County eligible for solid waste grant funds and informs the state of the current rigorous <br />planning efforts. <br />The Town of Chapel .Hill Town Council adopted a resolution of approval on May 19. The Town <br />of Carrboro adopted a resolution of approval on May 20. The Town of Hillsborough Board of <br />Commissioners received the Plan at its May 12 meeting and adopted a resolution at the Town <br />Board's May 27 meeting. The resolutions of adoption will be attached to the Plan when <br />submitted to the State. Staff suggests that a town's decision or failure to adopt the plan not <br />impede the County's decision to adopt a plan prior to the summer break and thereby come into <br />compliance with the statute. <br />
