AGENDA I'T'EM ##7: Report by the By-Laws Subcommittee <br /> Cleary passed out Planning Board Rules of procedure <br /> Addendum <br /> Lunsford cited Article VI and suggested that the <br /> Township Advisory Council members should be responsible <br /> for recommending the membership to the Councils. <br /> Cleary agreed with Lunsford. Cannity inquired why <br /> the procedure: was necessary. Crawford noted the <br /> - need for formal. invitations. Lunsford felt there <br /> was a problem with an annual review of the membership <br /> list. Cleary felt the Councils should police them- <br /> selves. <br /> Polatty noted the reference to a Secretaryâ–º citing <br /> that the Secretary to the Board of Adjustment is <br /> a Board Member. Crawford noted Gordon's concern was <br /> with the desire for more control over the minutes. <br /> Cleary felt the Chair and Planning Director should <br /> work it alit as no member had the time to be the <br /> Secretary. polatty suggested deleting the first two <br /> sentences and the last sentence of Article 1l Section <br /> D and inserting as the first sentence: "The Planning <br /> Director shall serve as Secretary", <br /> Crawford suggested that Article 11 Section D be re- <br /> located under Article 1V Section A, noting it would <br /> provide for a liaison. Kizer felt the Minutes <br /> Section should go under Article V11. <br /> Wilson cited the absence of a tie breaker under Article <br /> 11 Section C 2. Cleary suggested adding the following <br /> sentence. "The presiding officer shall only vote to <br /> break a tie." <br /> Shanklin inquired about Article V11 Section D, Quorum. <br /> He noted the problem of achieving a quorum due to <br /> l.atecomet.s:. and; early-leavers. Cleary noted dis- <br /> cussion Can begin on the agenda before the conduct of <br /> the formal meeting following a quorums <br /> C4nnity asked if Section D addressed the definition of <br /> ,a quorum. <br /> Wilson noted the problem with leaves, <br /> Laszlo cited the }problem with determining the active <br /> membership. She noted in particular the problem <br /> with vacancies on the Hoard. <br /> Cleary suggested changing Article VII Section D to <br /> read. "appointed" rather than regular members. He <br /> added that the next, line be changed to read: "A <br /> quorum shall be present before any conduct of formal <br /> business." <br />
