Irvin seconded. <br /> VOTE: 1�1otion <br /> carried unanimously. <br /> Shanklin asked how difficult it would be to get a <br /> federal grant to build sewer lines into Efland. <br /> Kittrell responded it was possible to get federal <br /> grants for that purpose. <br /> AGENDA ITEM #5: SUBCOMMITTEE REPORT ON THE AIRPORT NEEDS STUDY. <br /> Luce noted the complaints of pilots regarding the <br /> restriction on the number of based aircraft at <br /> Horace Williams, noting that many pilots were <br /> locating their aircraft at less convenient sites. <br /> Wilson commented that since Horace Williams' capacity <br /> would not be met until the year 2000, hewdid <br /> to invest not think the people of Orange County would <br /> their tax money in an airport for the convenience of <br /> people who wish to base a recreational plane. <br /> Shanklin commented that nothing is wrong with Table 11, <br /> but, given gray areas between business and recreational <br /> Shanklin felt <br /> flying, how can the two be separated. <br /> the County should provide for a county operated air- <br /> port, particularly given the availability of federal <br /> monies for airport construction. <br /> Shanklin felt a county airport would attract both <br /> industry and a better quality resident» <br /> Crawford noted the airport study was to be regional <br /> in scope. Luce indicated sites were identified <br /> outside the county as well. <br /> Polatty stated there is a need for an airport in <br /> Orange County. <br /> Kizer asked where an appropriate reliever airport area <br /> would be located. He noted that federal monies would <br /> be unlikely unless the study was regional in scope. <br /> He added that the County could not cover the costs of <br /> construction alone. Shanklin felt the County could <br /> generate the revenues. <br /> Luce indicated that the Staff would get the site <br /> study to the subcommittee before the 21st. <br />
