Make the by-"laws correspond to Chapter requirement that 40% of the <br /> delegates be used to constitute a quorum. <br /> 2. Give executive director sole authority in hiring but have full <br /> Board to adopt annual budget. <br /> 3. Add authority for the Executive Committee to accept federal and <br /> other grants to its present authority, <br /> 4.
