Commissioner Willhoit said the "bottom <br /> Line" is that the County should not subsidize extension. <br /> Commissioner Gustaveson felt that more options were needed. <br /> Commissioner Willhoit's motion, as amended, :stands; Com- <br /> missioner Walker's sencond to that motion, as amended, stands. <br /> The Board asked Mr. Bergman to work with Mr. Polatty on the develop_ <br /> ment of the policy. <br /> y <br /> Vote on Commissioner Willhoit's motion-to request a policy - <br /> on water and sewer extension for Orange County_ Ayes, 4 faommis- <br /> sinners Marshall, Walker,Whitted and Willhoit) ; noes, 1 (Commissioner <br /> Gustaveson) . <br /> Mr. Bergman was asked to bring back a policy based on the <br /> motion for Board discussion and,if appropriate, amendments and <br /> approval. <br /> 2. Architects' presentations on the old Courthouse <br /> Mr. Gary Gales and Mr. Josh Gurlitz gave their background <br /> on the Old Courthouse, saying they had tried to assimilate the <br /> needs, views and programs of the Manager and the Board of Com- <br /> missioners within their proposal. They said the $60,000 budgeted <br /> was not enough to get the building functional. Mr. Gurlitz said <br /> the County should first determine the needs of the primary users <br /> of the Old Courthouse, suggesting that the Museum could occupy <br /> either the first floor-. of the Courthouse or an old house moved <br /> onto the grounds. <br /> Board members said they envisioned District Court in that <br /> space and that the prime goal is to maintain and enhance the Old <br /> E <br /> Courthouse. <br /> Mr. Giles and Mr. Gurlitz were thanked for their presentation.. <br /> Mr. James Webb and Mr. Roman Kolodji presented their pro- <br /> posals for the Old Courthouse. They approached the problem from <br /> three sides; 1) structural problems; 2) legally mandated constraints; <br /> and, 3) occupancy constraints. The architects said the structure <br /> appeared to be sound. They said if sprinklers were used a second <br /> exit was not needed. They added that occupancy of the upper level <br />
